He holds a law degree from the University of Granada. He is a member of the Senior Corps of State Auditors and Comptrollers, the Technical Corps of State Audit and Accounting, and the Corps of State Accountants. He is also a Certified Public Accountant. He has served as an Auditor in various State Administrations and Institutions (Council of State, National Institute of Industry, Universities of Barcelona, ​​Autonomous University of Madrid and UNED, Spanish National Research Council, Tobacco Market Commission).

From 1983 to 1995, he was Secretary General of the State Comptroller's Office.

From 1995 to 1998, he held senior management positions in private companies (General Manager of B98, Chairman of the Audit Committee of the FCC Group, Board Member of REPSOL, INI, RENFE, Treasurer of Real Madrid Football Club).

From 2003 to 2009, he was Special Delegate of the Minister of Finance at RENFE.

He has been President of the Institute of Public Auditors of Spain and President of the Federation of Associations of Senior Civil Servants of the General State Administration (FEDECA).

Currently, since May 2009 He is the President of AESMIDE.
